Why does AccuBattery measure capacity while charging?

AccuBattery measures capacity only during charge for the following reasons:

• During charge, the current (mA) is relatively stable. As devices only report current every 2 to 30 seconds, more jumpy measurements means a larger error.
• During discharge, when the device goes into deep sleep, there is no way to measure current as the CPU is turned off.
